Emiratisation 2026: the 10% line and the AED 120,000 question.

What the December deadline means for companies scaling private-sector headcount in the UAE.

Start with the scope

The MoHRE guidance sets a target of 10% Emiratisation in skilled roles by 2026 for covered private-sector establishments with at least 50 employees, with semi-annual increases. This is not a blanket quota on every position in every company. Confirm the classification and headcount of your establishment before modelling the requirement.

What the AED 120,000 figure represents

The published schedule starts at AED 6,000 a month per missing Emirati hire in 2022, increasing by AED 1,000 each year through 2026. The resulting 2026 monthly rate is AED 10,000; AED 120,000 is the arithmetic equivalent of twelve months at that rate per missing hire. It is not an automatic flat charge for every employer: the applicable shortfall and assessment period matter.

Build recruitment into the operating plan

Treat the target as a workforce-planning question. Identify the roles, the reporting lines, the recruitment process and the conditions that will support retention. Give the local management team a clear owner for evidence and reporting, and review progress before each assessment point.

The decision for a European corporate

Connect your growth forecast to a staffing plan before committing to a launch date or a hiring budget. Clovantis helps structure that operating roadmap from Dubai. Applicability, exemptions and any amount due should be confirmed with MoHRE or qualified local advisers for the specific establishment.
